I second the ex-pen suggestions, for all the reasons here. Too many things can go wrong with a tie-out. You can get different heights of ex-pens if you're worried about jumping. I have a number of them and use them for everything from puppies to adults. You can even buy more than one and clip them together to give the dogs more space. I've made a virtual "yard" in my yard on occasion that's big enough for more than one by clipping three together. And you can move them anywhere!
