Well my decision might be easier than I thought. If the lump is what I think it is... a dew claw that is growing back!
Last night, I noticed that Bailey had another lump on her other back leg. This one was even smaller, but they are both on the same spot on her inner back legs, about an inch or so above her paw. I went to sleep feeling miserable. My baby has two lumps.
Even if we remove them, she's probably going to be prone to them the rest of her life. I looked at them again this morning and that's when it hit me! Hey, aren't these little lumps exactly where rear dew claws are? So, I googled rear dew claws and discovered that if they are not removed deeply, they can grow back. I emailed Bailey's breeder. She looked at her records. All of Bailey's litter were born with rear dew claws. They were removed at birth, but were tough ones, so it's very possible that they grew back a little.
I'm still bringing her to the vet tomorrow and am not feeding her just in case. I'll show them to the vet. If he confirms that they are just her dew claws and they won't grow bigger than they are now, then no surgery for Bailey.

Sometimes they can be tricky. Justice had double dews on the back. That was not fun.
