zak barking at the TV

Last night there was a baby crying in a show on tv and Zak started barking...and staring at the tv barking. How do I correct this? Tell him to settle or should I just ignore it.
Plus right now he is going through a stage where he won't come when I call him. He just looks at me and ignores me. He does not do it all the the time but this morning I was calling him to me so I could wipe he feet. I geve him a firm ZAK come but not in his plan at the moment.

I had the same problem with Toby, when we went on walks he wanted to extend his time, or waited on grass with a good view of the street for cars to pass (he wanted to chase them). If pulling the leash a little didn't help (he sits or lies down), what i would do is pick him up at least to his feet and continue. If he did this when we were getting close to our house, i would just pick him up and carry him all the way home. He then learned that by doing this he is only shortening his walk, and that when i called him or gave a slight tug that i want him to come or else i would have to help him.

As for the TV, i am no expert, but i think most dogs/shelties will have something on the TV that triggers them, i usually just calm him and switch the channel if i have to
