4 mo old sheltie pees non stop!

My sheltie is 4 months old and I'm going crazy with his peeing ! He literally pred non stop! I've got puppy pads all over the house and he uses them but the pees runs off the pads a lot because he saturates them. And he does have accidents on the floor too. I've always had toy breed dogs Who would rather hold it all day than pee on the floor and when they go it's about the size of a quarter. So I realize Blu's pee is gonna be a larger volume but this is ridiculous! He pees 20-30 times a day minion and when he goes.. He just pees a river. I will have just cleaned up one puddle and run the mop over the floor and I swear I'll look and find where he's done it again! Hes had all his shots and been to the vet quite a few extra times because he was full of worms when we got him do our vets know him well and say he's doing great. They kinda laugh when I complain about the peeing like they think I'm exaggerating but I'm not! Is this normal? Help!
 
Although some of this may be a housebreaking issue...I would take a urine sample into you vet's to check for a urinary track infection (UTI).

Does not sound normal. Puppies pee a lot but not the volume you are describing. Have your vet check his urine and kidney values. We had a puppy with similar issues, the vet told his owner he is a puppy, get a belly band.

Turned out to be a severe infection which had moved to his kidneys. he was going into kidney failure. Big, healthy looking pup just a bit skinny who if his owner had not found a vet who took her concerns seriously would now be dead.

If the tests are normal then you know it is just a house training issue and can move forward.
 
My Cubby is a peer. He is 7 months and will hold it just fine. In fact, he can hold it a long time if needed. However, if given the chance, I could take him out literally every 20 minutes and he pees quite a bit every time. We don't do pads because that would teach him it is OK to pee in the house.

IF the vet rules out UTI or another physical issue and this checking is VERY VERY important to do, go back to potty training day 1. Get rid of the pads, crate the dog or leash to you if he is not crate trained watch like a hawk, take the dog out every 15 minutes and celebrate peeing outside. Once done peeing, back in the crate, a smallish crate where he won't pee. Crating or having close where you can watch him will start to teach him to hold it. If there is an accident, don't be mad but wail and moan like the heavens are crashing down. They feel bad that you are so distraught and the quickly realize it is not desired. Cheer and be happy outside for success. You have to convince the dog to 1) hold it for increasing lengths of time and 2) never ever pee in any building. You will get there. Four months is not very old. I was taking my boy out every 20-30 minutes and he peed a lot every time. He also loves to drink water so there is a lot of flow. You may wish to pull water at say 7 PM so that he will have less to pee overnight though. As a pup, my dogs didn't have water in crate or pen. They got water as we came in or out but not just in the pen.

Is he drinking excessively? You might want to have his blood sugar checked while you're at it. If this were a human, the first thing I would think is diabetes.
