She is absolutely adorable, I want to pick her up and hug the daylights out of your furball!!!!!!!!! It is a personal addiction, I have to reach out and touch shelties, ha. Puppies, adult dogs, doesn't matter-they all are just so special. What type of coloring/shading do her parents have? I ask because the picture she looks grayish and that was how my 2nd pup looked, she had the most amazing coat coloring when she grew up-by far my prettiest sheltie.
 
Welcome from a fellow Wisconsinite! Your Pennie is adorable. My Baker was also tiny when I brought him home at 8 weeks - His first vet appointment included his first official weight: 3.2 lbs! He is just over 10 months now and a little over 12 pounds. :)

You'll be so happy to have found SN - such a wealth of knowledge here.
