Welcome and congratulations on the imminent arrival of Eli.
I love that you want to provide him with a home rather than just a new house, what a lucky sheltie!
Personally I like a bristle brush for the main coat and a pin brush for the rear aspect (!). I think the type of brush depends on the thickness of the coat, pin brushes get deeper into very dense coats.
Just a pointer, shelties have very narrow heads and can back out of a fixed collar unless it is quite tight, so until he is feeling settled and confident with you, it might be an idea to use the harness as well as collar on walks too as a fail safe.
I'm looking forward to hearing more about him and seeing pictures too of course

) Any suggestions? The breeder has given me a ton of them, and I've bought a large kennel, but I'm not sure what size doggie bed to buy, or whether or not I need to buy a harness for our ride home...Also, I don't know what type of brushes? I've heard stuff about the Furminator??
