This was taken during our cuddle time last night, couldn't use a flash otherwise she will loose the smile. And no, she wasn't panting.
 
Excellent smiles !! I will keep the camera handy...we get big smiles during fetch and at the word "treat".

Yes dogs do smile, particularly herding dogs, and a lot of other dogs smile when they are being submissive.

Beau smiles all the time. But then again, he's finally has a momma dog that loves and adores him, so what's not to smile about
