I've never heard of it either. We do not walk the dogs in the summer time here. It's 94 with 86% humidity and the only time to walk would be early AM (like 6:00 AM or 8:00 PM) and that is when the bulk of the mosquitos are out and about.. It's a dicey situation when one is swatting bugs and trying to leash walk the dogs. It's easier for me to just let them run themselves in the back yard for 15 minutes four times a day.

The 5 minute rule is recommended here in the UK by the Kennel Club. 5 mins per month no more that twice a day. Fergus is 9 months so he gets two walks of 30 - 45 mins a day. It is lead time, so playing in the garden is not counted (and he does a lot of playing in the garden). Once they are fully grown, you can walk them as much as you like.
My previous Sheltie, Mac, suffered with arthritis in later years. We didn't know about the 5 min rule when he was a puppy so we walked him a fair bit when he was young. I have often wondered if there was a link.
I think the Kennel Club here in the UK say this rule is particularly important for larger breeds such as German Sheperds.
