going potty

so my potty dilema is still going on I have been doing the crate for 10-15 min and then taking her outside for 5 min. it has been 10 hours and she has not went potty once. I am worried she is going to get a uti if she keeps this up I thought for sure she would go using this method and other idea's??
 
All the advice I have to give is from my Pap, Pierre (sorry, no Sheltie... yet, but I hope this is okay). With him, I had to restrict his access to just the kitchen and I also kept up the paper training that my breeder had him on as a pup. Tons of patience outside seemed to just give in to his stubbornness. So if he went, I would reward him with a quick walk or even a long one time permitting. If he didn't, we went back inside after a few minutes. He really hates rain (and being in FL, it was a big obstacle to overcome) and prefers longer grass. Knowing where he likes to go helps a lot.

I'm wondering if she is paper trained or if she goes indiscriminately due to her upbringing. If she isn't paper trained, it might be a good start (and a relief when you have to leave home) to get her knowing that there are good places to go and not good places to go.
 
Someone mentioned the surface....some pups can be really finicky about that. So you might try different surfaces and see if you have better success.

My boys will not do business on concrete! So much so that I never bother bringing a poop bag when I bring the pups for a walk around the neighbourhood. Boy, was I surprised one day when Bacca actually did squat and poop! I was so embarrassed that I had nothing to pick it up with!

That's funny for a long time Deska would only poo on concrete - I think because his breeder used to take him to work with her in a warehouse (as he was bottle fed as a pup). Nowadays he prefers grass.
