We had a great experience with ASR. We were living in a typical Texas apartment at the time so no fenced yard but we were willing to get plenty of leashed exercise, we knew the breed (chatty cathys, sometimes neurotic, sheds everywhere, etc), our pool was fenced, and we didn't live in a mobile home (that does seem to be a sticking point.) I don't think there is a local ASR rep near you, what they did for us since there wasn't a person in Waco was sending a local Sheltie breeder to check us out.I live almost 30 miles from San Antonio! How picky was the Austin rescue? The site looked good, but I've breed rescue horror stories, so I'm kind of leery.
