The yps for excellent b is slightly lower for the 12" (3.25yps) dogs, and slightly higher for 20" (3.75yps).
That said, to date I've only owned 12" dogs, who must run a minimum of 3.25yps, which isn't a problem for mine at all. In jumpers, they can do 5-5.5yps typically (pretty darn good for 12"). I think my Ember (16") should be able to get around 6yps when we get to the point of where all of the finessing has paid off, and she really gets collecting, and turning tight.
I do know of a couple of shelties in this area that just can't make time. They're built like tanks, and are too heavy boned. They average yps of around 2-2.5yps.
For some dogs, a big problem is the weaves. You can waste a lot of time screwing around at the weave poles... hence why dogs AKC yps are typically slower than some other venues where weaves aren't in jumpers. Weaves do add quite a bit of time and change the yps. A moderate dog with slow weave poles can often have trouble Qing in excellent b jumpers. My friends BC is a good example of it. She's a moderately fast dog in jumpers... but when she is asked to do the weaves, she just creeps through them (nothing you can do to fix that with this dog. best training in the world hasn't helped) and burns up an obscene amount of time.

Okay, I'm really glad our weaves have come along so well. He's not uber fast, but still fast. I see dogs like what you're talking about, and I'm like, poor things, they look like they hate the weaves but love the jumps!
