We're adopting from the rescue here in NJ. At least that's the plan.
You should update tomorrow how the martingale goes on Bailey.
Are you adopting from one of Aneita's rescues? We have one from her. I heard that there is a great Sheltie guy in the rescue now who is a large sheltie with a huge outgoing personality to go with it.

So I tried the martingale at the park today with no harness. It's on the smallest setting. She's such a tiny baby.
It seemed to work great. She tried to back out of it when I wnet to put her in the car and the collar didn't even budge.
However, wearing a collar didn't really help with her pulling.

I got these, and they are horrible.
they are hard to get on, hard to get off, and the rings always get hair tangled in it and it pulls.

The martingale won't solve pulling...its not a choke chain!

When she pulls....stop. Do not move again until she lets some tension on the leash. When she is not pulling....talk to her and praise her and keep her attention. The key is consistency. Don't move ever if she is pulling. Frustrating at first, but Shelties are not bred for pulling, so it should be a relatively easy habit to fix.
