I'm sorry that he didn't work out with your family but am glad that you're not sending him to a shelter and being selective about who's home he's going to.
Here's a list of good questions:
Have the person tell you about the family, such as how many children and what ages they are.
How many hours a day would he be left alone?
Do they have an enclosed yard?
Do they have experience with shelties or know anything about the breed? You don't want people who just think they're pretty dogs and know nothing else about them.
Would they plan on taking him to training?
You could ask for a vet reference.
If he hasn't been neutered, ensure that they don't plan to breed him.
