Yeah, I would want to know if it is the same spot everytime, or about the same distance.....can you figure out if there is some pattern to him stopping?

He is telling you something-listen to him. Is it a busy street or is he frightened by the mailbox or a shadow or a blowing flag or who knows what else ? Somehow he has incorperated this into your walk and I would stop giving treats - they may be reinforcing this behavior. Maybe try a different route at a faster pace maybe and come up to the mailbox from a different direction. Most of my dog Sally's goofy and reactive issues started around this age. They are really starting to think about things at this age and since they are herding dogs it figures that they are going to be trying to "control" the walk and any creature that comes into sight. I find the sheltie stubborness amusing at times so try not to let it get the best of you.
