I don't have any problem with people getting tattoo's...I'll even call well done, well thought out tattoo's art. I've thought about getting one myself, before deciding it wasn't me.
But I firmly believe this is animal abuse.
Even if the dogs out while they're doing it, tattoo's still hurt once they're done. They bleed, the skin is raw and scraped up, it scabs, and once it's healing it itches. Add that into the fact that there is always a risk when you give something anesthesia. If you saw some kids poking needles into a dog that was tied up you'd call it abuse, just because this is a pattern doesn't make it different.
My sister likened it to giving her toddlers tattoo's, and that's fairly apt. They're not going to understand what you're asking when you tell them what you want to do. You're not going to be able to give a child a tattoo while it's awake, and what doctor is going to agree to knock your child out so you can stick it with needles.
