Why doesn’t my sheltie like to be touched or snuggles

Cooper isn’t a cuddling dog, but has learnt the joy of a good belly rub and is quick to co-operate to assume the position. lol Compared to our first Sheltie many, many years ago he isn’t shy at all with people he doesn’t know which we are happy about. :)
 
Winner, winner, chicken dinner!

Boots isn't a big cuddler, and will rarely stay long on the bed, which I believe is simply because its too warm compared to the floor and especially tiles.

While SS's aren't hardcore herders, I think a lot of their ambivilence<sic> has to be partly genetic/ancestral.

Boots is almost always somewhere where he can keep an eye on me, and also an entrance/exit.
When my wife is home, he's almost always somewhere between the two of us such that neither of us can leave the rooms we're in without him seeing it.

Of course that doesn't exactly explain why half the time we find him upside down with his feet in the air in the hallway while we're watching tv.....

BTW, teach your dog YOGA, and give them a good scratch and massage starting at the base of their tail. I do that with mine, and vary it by running up and down his spine and its got to be good because his tongue comes out and licks his lips every few seconds and he's arching his back and swaying like a cat. I say YOGA and he comes right over, flips his butt towards me and waits. Also seem to feel the need to lick me while I'm doing it.
Odd.

Layla prefers to be where she can see me and the room. So she's mostly a foot or two from me. Sometimes in the early morning when she's up on the bed, she will come up right beside my face and snuggle in, but that's pretty rare. I sometimes wonder if some of it has to do with maturity and knowing their job -- to keep and eye on the sheep. You can't protect your sheep if your right on top of them or restrained in any way. So I'm ok with Layla's positioning.
