Diana - if I misunderstand you, please excuse me 
If you give her dry food for breakfast then can you spread
it in the garden or beyond the kitchen? floor
Do you make sure she gets some good long walks 2-3 times a day
where she is allowed to sniff and can have some good experiences
We must remember that a Sheltie is a working dog
that requires activity, experiences and socialization to thrive.
A tired Sheltie is a happy dog.
The (hard) work we spend on this for the first 2-3 years

I have to chime in here because I just got this device yesterday afternoon:

My friend recommended it for Benson as she had seen first hand how effective it was with another lady's OOC three small dogs. Benson barks or talks pretty much non stop and even with the debark it gets irritating in the house. Carrying around a squirt bottle is not very convenient and that was the only thing he responded to. So last night was the first test. Benson has a habit of barking at dinner time, specifically when I take Koko's food out on the patio where he eats, Benson starts up. So he started barking, I said quiet! and hit the button for one second. He stopped, backed up, then came forward to start again. I said quiet! and hit the button again. He stopped barking immediately, and ran to his feeding spot and waited quietly for me to put his dish down. This morning at breakfast time I had the device in my hand, he started to bark, I said quiet!, he saw the device and shut up. I didnt even have to push the button. So far I'm impressed.
My goal here is to have the command Quiet work without a device, obviously. Fillion got a correction this morning when he came in to bark at me. One push and a Quiet and he stopped. I think all three will get trained just by virtue of being in proximity...at least that's the hope.

According to the product description, the max range is 30 ft. I'm going to assume the sound is audible to any dog within range. There are three settings-- just flash light, medium sound, and max sound. I have been using the middle "training" setting. When I hit the button the light flashes as well. This is actually good because I can see how long the device is activated and I am literally hitting it for one second!
Neither Fil nor Koko has shown any adverse reaction to it when I used it on Benson and they were in the room. No crying whining hiding--nothing. They just shut up. Koko also barks at dinner time and after I told Benson Quiet! Koko never made a peep!
Following up on second use on Benson:
He goes crazy barking when I leave the house. The others don't and never did. So I took it with me to the garage door, and he started gearing up for his "Mama's leaving" hissy fit. I said Quiet!, he let out one yip, I hit the button and said Quiet again. He trotted off down the hallway quietly. I went into the garage, left the device on the workbench so I could grab it for the "Mama's home" hissy fit training session. According to my husband, Benson started barking again after I was in the car (I'm betting the garage door going down triggered it) and he couldn't hear the tv. He looked over here at my desk but no device! So he grabbed the Firestick remote, got up and showed it to Benson and he shut right up. LOL.
I grabbed the device when I came back in. I had three calm dogs standing at the garage door. Yes, Benny saw it in my hand
For the first time since Benson bonded to me, I came home and he waited with the rest of the family until I put my purse and packages down, then got on the floor to give all three hugs and kisses!

Day three: Benson started up barking at the tv. One quiet! caused him to turn around and leave but he was still barking. (this has been his MO, btw, with the squirt bottle as a deterrent--he gets out of range and continues to talk) so I hit the button once, said Quiet! Shut him up instantly.sounds pretty awesome- might have to look into it
Dinner time last night required no corrections.
Breakfast required no corrections. I did need to give a Quiet which worked.
This morning I got the vacuum cleaner out of the closet, which usually invokes Fillion and Benson into barking at it. I had the device on my wrist, said quiet when they both ran up to it, rolled the vacuum down the hall to the room I intend to vacuum later, escorted by two quiet shelties. Didn't have to hit the button. Will see how it goes when I run it later when my husband won't be interrupted by the noise...
Next test--garbage disposal. He saw me poking food down it and was getting ready to go off. I picked up the device so he could see it, hit the garbage disposal button and he didn't make a peep. Lots of praise and a zukes mini for being good. I have to remember to keep treats in pocket!
So far I'm impressed. Quietest two days I've had with Benson. Just have to be consistent and hope the behaviors become ingrained and independent of the device.

Yep, she does get lots of exercise and playtime, including a good morning walk before all this seems to start. She gets her breakfast in a snuffle mat so she has to hunt for it and some wet food on a licki mat to entertain her. She certainly has some anxiety. She is my 8th dog, and I’ve just never encountered some of her issues. We try to take it one day at a time.Diana - if I misunderstand you, please excuse me

This sounds intriguing. I worry for Mindy she might get scared of it or us if we used it. Any signs of that with your boy? Mindy’s got anxiety and I’d hate to make it worse.

For reference: I got Benson because he turned highly reactive and fearful in the show ring. The breeder was at a loss as to what happened that caused it. The hope was he would outgrow it and regain his confidence as he matured, that Koko and Fil would be good mentors and I would be able to help. Perhaps what you are calling anxiety is the same thing. Every sound makes him jump and bark and he is afraid of strangers.
That being said, so far this device has not caused anything but cessation of unwanted barking. Whatever he hears from it he doesn't like but he doesn't equate it to me, just like he didn't equate me with the squirt bottle. He's still laying under my desk on my feet and smothering me with kisses when I get on the floor.
After I eliminate all his barking quirks, will see how it works for OFF when he jumps on me unwanted.
I am not using this outside at this time, they are allowed to have their yard time and fun.
