Can shelties be happy in a busy/noisy home

No dog should. Me and a dog we had when I was little would torment each other. I would poke him in the leg if he was sleeping and he would purposefully lay in front of me if I was watching TV. But teasing or taunting no way. He was an awesome dog and went to bike races etc. with us.

People that taunt a dog are just mean.

We had a neighbor who one day was throwing gravel at my brother's German Shepherd as the dog walked in the back lane (this was years ago when no one had fences). I yelled at neighbor (I was maybe 12 or 13) and later I told my big sister (9 years older). She told me to put gravel in valve of tire and it'd ruin the tire. Later that night I did it (I'm bad...I know).
Next morning neighbours wife came to our house and told my mom what I did. My mom said "Oh Lisa would NEVER do something like that"
Hahaha I got my revenge although it didn't ruin the tire, just the valve but they did have 2 flat tires

We had a mutant shepherd when I was little. A kid from the subdivision a bit away would call him out as a puppy then throw a rock at him as a puppy. Tables turned when he grew into a 150lb monster bad kid could not walk by our house. He was a good dog but VERY protective and super scary.
