My two LOVE the cold; it's ME who hates it!If there's snow on the ground, they want to be outside every 30 minutes to lick at it. The only clothing I put on my guys are booties on the paws to protect them from road salt.
When it gets into single and negative number temperatures I make sure they aren't outside for an extended period of time. THEY may think they're fine but in extreme cold weather it's my job to keep them safe and that means inside.
The colder it gets the more Luna wants to be an outside dog. We have been having some unseasonably REALLY cold weather the last few days, teens and single digits) and she LOVES it. I do not! As I have stated before, I wanted an inside dog, she wants an outside human. With this cold snap, I am compromising by putting a thick warm bed on the porch for her (which so far she has ignored in favor of sitting in the snow) and forced her to come inside for a play/training session every hour or so. Of course, I would never let her stay out at night when the lowest temperatures hit because that's non-negotiable. I did check with my vet and they said she'll probably tell me if she wants to come in. Otherwise, just do what works for me. Hope this helps.
