Cripes! That is WAY too young for the puppy leave its mom and littermates. Your older Sheltie is probably afraid to interact with a puppy that young. I would definitely wait a little while for the puppy to get a bit older, and for Penny to get used to her. It will happen in time.

Nope, not illegal in Arkansas. Or Michigan for breeders to sell them that young. And it should be.
Dumb question. At 5-6 weeks is there any chance he sees her as Mom and has give nursing a try? I would think if that happened she would be a bit stand offish.
That sure is way to young to be taken away from the mom. Did she not have anyone to help her out with the mom and puppies?
