I'd consider writing to the rescues that are close to you but out of state with the info you noted in your post and ask them to consider you. Then I'd follow up w/a call to them. Def. attend any adoption event they host and try to meet the rescue mgmt., you might be able to get them to waive their requirement for you. But I do agree, they're limiting themselves esp. if they have dogs that are waiting waiting waiting for a home while you could take one home with you.
Devil's advocate for a sec too though-I know a cat rescue group on fb that only adopts to someone w/in 100 miles of them, their reasoning is they want to be able to retrieve a cat if it ends up in a bad family. So I guess I can understand why these rules exist, but they need to have some common-sense too and be willing to make exceptions for the situation of each animal.
