All the advice above sounds great. A collie rescue should definitely be able to help you. I would just make sure that you ask a shelter, or vet office, to at least scan her for a microchip. She could be someone's lost pet. Also, check her belly and back legs to look for a tattoo.

If you can't get in touch with anyone from the collie rescue, you could always try the Canada Wide Sheltie rescue. There is a rep in Manitoba who might be able to put you into contact with someone who rescues collies.

How is she this morning?

Are you able to check her mouth? It's possible that she refused the kibble because she has dental problems. The canned fish would be OK to feed, but I would add some cooked potato or rice to avoid an upset tummy from such a high protein meal.

She looks like she's a real beauty when cleaned up and cared for. She is so lucky that you found her.
 
Bless you for being concerned and stopping to help. I have nothing to add to the others advice. I think finding a rescue is a good idea too. If you have any kind of breed rescue even if it's not collie near you they can probably help you find a collie rescue. I hope there are no serious health issues and she can find a good home or better yet her owners.
 
Well, she is actually a he! my bad. It was so hard to tell with all the mats in his fur. He is doing well this morning. I did get him to eat the kibble with some chicken broth last night. Right now I am cooking some meat with rice for him. He has perked up a bit. He even wagged his tail at me this morning. I took him for a walk and he walks on a leash very well. He is older. Has arthritis probably in his hind leg and glaucoma in both eyes.

I contacted a collie rescue through a local dog forum here and they will be picking him up sometime this evening. I am happy to know that he will be looked after now. I hope they can find him a good home eventually. I do not think that where he was before took good care of him, just by the state of his coat. The mats he has would take over a year to get to that shape. Poor thing. Or he was missing for months and months. Who knows, but at least he is safe now.

Aw glad you found a no kill rescue for him. He sounds like a sweet heart. I sure hope he finds a loving home.
