All double coats (which are correct for a sheltie) repel water quite effectively. Don't worry -- her coat right now is the basis for the undercoat later and though it may take up to three years as her coat grows to full length you will find that her coat has sort of a cottony fluff poof down below and the long silky flowing coat on top of that. From the picture I saw of her mom, her coat looked fine.
They are not actually waterproof, rain or bathing will indeed wet them, what is being discussed is how quickly they are wet to the skin through the whole coat.
Remember, she is very very young and her coat will be changing greatly with time. My shepherd, Shay, actually changed color from all black to a saddle GSD pattern wth age, not that shelties change color entirely like that, but the quality of the coat will change before that adult coat shows up.
